As of 1st January there are new rules in place for travel overseas, including Europe. This includes what is known as ‘Boomerang Freight’ which will require an ATA Carnet.
So what is Boomerang Freight®?
Boomerang Freight® is any shipment of goods, or equipment that is shipped out of a country and later returns to that country in its original form: temporary export/import. Since these type of goods are never intended to enter the commerce of the destination country they can be considered duty free and tax free for a limited period of time. Typically, if the goods are not re-exported within that time period they are assumed to have entered the commerce of the destination country and become liable for duties and taxes as a permanent import.
The ATA Carnet is called a Boomerang Carnet because it certifies that the goods listed on its General List will enter and leave the destination country(ies) within one year, returning to their original country of departure.
Shipped & Hand-Carried Goods Can Be Boomerang Freight®
Both shipped and hand-carried goods or equipment are eligible to be listed on an ATA Carnet. Whether you will ship the goods by ocean, air, surface or hand-carry the goods, they can be listed on the carnet. The only consideration is who will present the carnet along with the goods at each customs entry and exit point. As long as your Authorised Representatives are listed on the carnet, in the case of shipped goods, those persons can present the carnet along with the goods to customs.

So what is a Carnet?
A Carnet or ATA Carnet (pronounced kar-nay) is a temporary passport for goods. It is used to clear customs in 87 countries without paying duty and import tax on goods that will be re-exported within 12 months.
What do Carnets Allow you to do?
Carnets facilitate temporary exports to foreign countries and re-importation into the U.K. By presenting an ATA Carnet document to foreign customs, your goods travel duty free and import tax free into a carnet country for up to one year.

How long does it take to get a Carnet?
With boomerang carnets®, in most cases, if received before 16:00 hours, your ATA carnet application can be processed and the export document can be delivered within 24 hours of receipt for no additional charge.
What is the cost of an ATA Carnet?
With Carnets there are two parts to the cost, the arrangement fee and the Compliance Fee.
- Part 1 – The arrangement or basic processing fee is just £174.90 + VAT with boomerang carnets®
- Part 2 – The Compliance Fee (also known as guarantees or security fees) depends on the value, commodity, destinations and duration.
